Srila Prabhupada tells us:


"Regarding the position of a person who does not speak even when he knows the truth: jani saksi nahi deya tara papa haya. A person who knows things as they are and still does not bear witness becomes involved in sinful activities.’"

So many dangerous activities have been covered up for fear of 'fault-finding' and thereby committing an offense. But bringing attention to a serious defect especially on a temple-wide or even ISKCON-wide scale is not offensive. It is required. The offense is committed not by the witness report the activities but the perpetrator.
